On 7 December, 2016, a package of documents launching the cooperation in nuclear power was signed in Lusaka (the Republic of Zambia). So, the start was made in the construction of the Nuclear Research and Technology Center on the basis of the Russian-design research reactor.      

Nikolay Spasskiy, Deputy CEO for International Relations at ROSATOM, signed two Memoranda: the Memorandum of Understanding between the Ministry of Higher Education of the Republic of Zambia and ROSATOM on cooperation in personnel training and development in nuclear power of the Republic of Zambia, and Memorandum of Understanding between the Ministry of Information and Broadcasting Services and ROSATOM on cooperation in improving the public acceptance of nuclear power in the Republic of Zambia. From the Zambian side the documents were signed by Owen Mgemezulu, Permanent Secretary at the Ministry of Higher Education and Godfrey Malama, Permanent Secretary at the Ministry of Information and Broadcasting Services.      
Dr. Mulwanda, Permanent Secretary at the Ministry of Health and Alexey Ferapontov, Deputy Head of Rostekhnadzor, signed the Memorandum of Understanding between the Ministry of Health of the Republic of Zambia and Federal, Environmental, Industrial and Nuclear Supervision Service of Russia on cooperation in nuclear regulation and radiation safety in peaceful uses of nuclear energy.
Owen Mgemezulu, Permanent Secretary at the Ministry of Higher Education of the Republic of Zambia, and Yevgeny Pakermanov, President of Rusatom Overseas Inc., JSC, signed an agreement on the project development relating to the construction of the Nuclear Research and Technology Center on the territory of the Republic of Zambia.
The signing ceremony was attended by Roland Msiska, Secretary to the Cabinet and Konstantin Kozhanov, Ambassador Extraordinary and Plenipotentiary of Russia to the Republic of Zambia.
The Russian delegation headed by Nikolay Spasskiy was received by Edgar Chagwa Lungu, President of Zambia. The President confirmed his support to the joint project of the Nuclear Science and Technology Center in Zambia.
And also, Nikolay Spasskiy conducted extensive negotiations with Roland Msiska in the course of which the action plan was approved relating to the implementation of the achieved agreements in the coming year.
All the meetings and negotiations were conducted in friendly and pleasant atmosphere.
